How to bid WSDOT contracts: prequalification, small works and BidX

WSDOT only issues bidding proposals to prequalified contractors. Prequalification is free, and projects under $350,000 can go through the Small Works Roster.

WSDOT publishes a weekly Call for Bids listing each contract by bid opening date, county, title, cost range and addenda. Our bids page reads it every day.

1. Prequalify

WAC 468-16-010 says no contract for state highway work administered by WSDOT may be awarded to a contractor that has not been prequalified, and bidding proposals are issued only to prequalified contractors. To apply, WSDOT asks for at least five successfully completed projects (as prime or sub), the Standard Questionnaire & Financial Statement and an audited or reviewed financial statement, sent to prequal@wsdot.wa.gov. There is no fee. The Standard Questionnaire is required every third year of renewal.

2. Or join the Small Works Roster

For projects estimated under $350,000, contractors with at least three completed projects can apply to the Small Works Roster. No financial statement is needed and there is no fee.

3. Bid electronically

WSDOT takes electronic bids through BidX and accepts electronic bid bonds through Surety 2000 or InsureVision.

4. Payment

See Washington lien, bond and retainage rules.
