The Washington State Department of Transportation's Oct. 26, 2026 Call for Bids lists six construction contracts with bid openings on Nov. 4, Nov. 18 and Dec. 2. WSDOT publishes an estimate range for each; added together, the ranges come to $31.5 million to $36 million. The notice warns that the ranges "must not be used as a basis for bid preparation."

The contracts

  • Nov. 4, Pierce County, SR 509 Clear Creek Stream Restoration Project, $9 million to $10 million. A state project to remove two dams and other obstructions and restore part of Clear Creek, with a temporary stream diversion, channel excavation and large woody material. 300 working days. Three addenda so far.
  • Nov. 4, Island County, Race Road to Welcher Road shoulder widening, $3 million to $4 million. On SR 20 from milepost 16.48 to 18.39: excavation, grading, asphalt paving, striping, signing and planting. 44 working days.
  • Nov. 4, Clark County, NE Robinson Road and NE 3rd Street intersection safety improvements, $3 million to $4 million. Compact roundabouts on SR 500 between mileposts 16.05 and 16.45, with paving, curbs, drainage, illumination and landscaping. 46 working days. One addendum.
  • Nov. 18, Kittitas County, West Easton Road over I-90 bridge deck rehabilitation, $1 million to $1.25 million. Scarifying the deck and placing a modified concrete overlay near milepost 70.30. 50 working days.
  • Dec. 2, Whatcom County, Nooksack River Overflow Culvert ER Permanent Repair, $14 million to $15 million. Removing a 135-foot arch culvert on SR 544 and building a new bridge. 300 working days.
  • Dec. 2, Skagit County, Anacortes Ferry Terminal pavement preservation, $1.5 million to $1.75 million. A state project for Washington State Ferries: repaving exit lanes, the parking lot and trestle, and sidewalk expansions. 90 working days.

Small business and apprentice goals

The four federally funded contracts carry federal small business enterprise goals: 17% in Island County, 18% in Clark County, 16% in Kittitas County and 18% in Whatcom County. The two state-funded projects, Clear Creek and the Anacortes terminal, carry a condition of award for public works small business enterprises of 5% and veteran-owned businesses of 2%. Four of the six, all but the Kittitas bridge deck and the Anacortes terminal, require 15% apprentice utilization.

Those goals matter for subcontractors. Primes need certified small and veteran-owned firms for trucking, erosion control, planting, signing, striping, surveying and traffic control, all of which show up in the lump-sum and unit items on these contracts.

By region

Three contracts are in WSDOT's Northwest Region (Island, Whatcom and Skagit counties), one in the Olympic Region (Pierce), one in the Southwest Region (Clark) and one in the South Central Region (Kittitas).
