The Washington State Department of Transportation will open bids Nov. 4, 2026, on the SR 509 Clear Creek Stream Restoration Project in Pierce County, with an estimate range of $9 million to $10 million. It is a state-funded project, WSDOT contract XE3766, and as of Oct. 26 it had three addenda.

The scope

The notice says the job requires "removal of two dams and other obstructions and restoration of a portion of Clear Creek," along with a temporary stream diversion system, erosion control, clearing and grubbing, tree removal, channel excavation, stream grading, large woody material, planting and other work. The contract allows 300 working days and has 111 bid items.

Key quantities

  • 19,153 cubic yards of roadway excavation, including haul;
  • 15,322 cubic yards of embankment compaction;
  • 9,300 cubic yards of channel excavation, including haul;
  • 10,838 tons of streambed sediment;
  • 32,902 square yards of compost blanket;
  • 1,631 square yards of topsoil and 7 acres of soil amendment;
  • 4,213 linear feet of high-visibility fence and 400 cubic yards of slash.

Both excavation items include haul. Lump-sum items include fish exclusion, the temporary stream diversion, an environmental compliance lead, hazard tree removal, tree protection, bird protection and monitoring, a health and safety plan, cleaning existing drainage structures, surveying, a progress schedule and a spill prevention plan.

Who will want it

This is earthwork and habitat restoration rather than paving or bridge work. Primes with stream and fish-passage experience will need subcontractors for clearing and tree work, hauling, erosion control, planting, fencing and environmental monitoring. As a state project, it carries a condition of award of 5% for public works small business enterprises and 2% for veteran-owned businesses, and it requires 15% apprentice utilization.

Smaller items include a tire wash, 32 square feet of class A construction signs, 60 linear feet of chain link fence and a 14-foot single wire gate.

Other Nov. 4 openings

Two federally funded contracts open the same day. In Island County, the Race Road to Welcher Road shoulder widening on SR 20, $3 million to $4 million, includes 8,790 cubic yards of roadway excavation, 5,190 tons of crushed surfacing base course, 1,610 tons of hot mix asphalt and thousands of native plants, including salal, Oregon grape, thimbleberry and sword fern. It has a federal small business goal of 17% and 44 working days.

In Clark County, the NE Robinson Road and NE 3rd Street intersection safety improvements, also $3 million to $4 million, build compact roundabouts on SR 500. Quantities include 4,661 cubic yards of roadway excavation, 2,351 tons of hot mix asphalt, 1,045 linear feet of roundabout curb and gutter and 605 square yards of textured and pigmented concrete pavement. It has an 18% federal small business goal, one addendum and 46 working days.

The same notice reported that Puget Paving and Construction of Lakewood won a $624,264.40 WSDOT contract the week of Oct. 19 for high-friction surface treatment from east of Lower Burnett Road East to east of 128th Street East in Pierce County.

Pierce County has 7,260 contractors with active L&I registrations in this site's directory, third in the state after King and Snohomish counties. That includes 4,803 general contractors and 1,668 specialty contractors.
